BACKGROUND:
The City owns three undeveloped parcels of land adjacent to Oran Good Park that have been vacant since August 2009. The properties are located at 13352 Dennis Road, 13402 Dennis Road, and 13408 Dennis Road. The land is surrounded by Cox Soccer Fields to the north, Oran Good Park to the east and south, and Pepper Park and Vivian Field Middle School to the west.

DISCUSSION:
At the Parks and Recreation Board meeting of March 20, 2014, the South Zone President of the CFB Baseball Association, Angie McDaniel, requested creation of a tee-ball field on the Dennis Lane property. The request was also to name the new field in honor of Raymond DeLeon.

At their regular meeting on April 17, 2014, the Parks and Recreation Board voted unanimously to recommend to City Council that the three parcels of land on Dennis Lane be dedicated for public park purposes, as part of Oran Good Park. Further, the Board recommended that the park be developed to include a tee ball field, parking, and a pathway with the field to be named "Raymond DeLeon Field." The Board believes that these actions advance Farmers Branch as the City in a Park.

Raymond DeLeon is a longtime Farmers Branch resident and former Executive Vice President of the Farmers Branch Baseball Association (FBBA). Since early childhood he has carried a passion for the game. As a youth, he suited up for the Farmers Branch youth baseball team where he was coached by his father.
