Consider approving Resolution No. 2014-059 authorizing the submission of an amended project application to Dallas County for the 2014 Fiscal Year of the Dallas County Community Development Block Grant project; repealing Resolution No. 2014-035; and take appropriate action.

BACKGROUND:
Community Development Block Grant (CDBG) eligible projects improve or maintain existing low-to-moderate income neighborhoods, promotes low-income home ownership, or eliminates community-threatening conditions. Examples of eligible projects include water and sewer replacements, road projects, park rehabilitation, and sidewalk projects.

On May 6, 2014 the City Council approved Resolution No. 2014-035 authorizing the submission of an application to Dallas County for the 2014 Fiscal Year of the CDBG project. The eligible project approved was for a portion of Wasina Drive to be reconstructed. This was established by using the 2000 Census. The County has since required that cities use the 2010 Census, which Wasina Drive no longer meets eligibility status.

DISCUSSION:
City Administration and Dallas County have reviewed the new 2010 Census map and found another qualifying street. Nestle Street meets the qualification for the required low-to-moderate income standard for CDBG funds. A portion of Nestle Street will be reconstructed and the City of Farmers Branch is eligible to received $95,937 in CDBG funds from Dallas County. The amendment to the application to Dallas County indicating Nestle Street to be the City's project for the 2014 CDBG funding is attached as Exhibit "A". This amendment must be submitted to Dallas County by July 7th.

RECOMMENDATION:
City Administration recommends approving Resolution No. 2014-059 authorizing the submission of an amended project application to Dallas County for the 2014 Fiscal Year of the Dallas County Community Development Block Grant project and repealing Resolution No. 2014-035.
