Consider approving Resolution No. 2014-112 approving a Project Specific Agreement with Dallas County relative to the Marsh Lane Bridge Project and take appropriate action.

BACKGROUND:
The southbound Marsh Lane Bridge located between Brookhaven Club Drive and Valley View Lane is approximately fifty years old and is periodically subject to flooding during severe storm events. The Master Agreement between the City and Dallas County was established in July, 2005, and sets forth general provisions for Dallas County to participate in any eligible transportation improvement within Dallas County. Marsh Lane Bridge is a County qualifying project. This project will replace the existing bridge and raise it out of the flood zone.

The project will entail removal of existing bridge along with a portion of the asphalt roadway in order to raise the bridge above the flood zone. Included in the project will be the relocation of existing utilities, retaining walls, minor roadway realignment and landscaping improvements, if needed.

DISCUSSION:
The southbound Marsh Lane Bridge project cost is estimated at $2,100,000. The City and Dallas County are partnering in the cost of the bridge replacement under a 50/50 funding agreement. Dallas County's portion, however, will not exceed $1,050,000.00. City funding of the project will be from the Street Bond Program adopted in May, 2014 in the amount of $1,000,000.00 and the remainder to be taken from the Capital Improvement Project fund. In order for Dallas County to participate in the project, a Project Specific Agreement (PSA) needs to be approved by the City Council. Dallas County will be responsible for the design and construction of this project. A Project Specific Agreement sets forth the general and specific provisions for the County to participate in any eligible transportation improvements relative to Marsh Lane Bridge.
