Consider adopting Ordinance No. 3324 amending the Code of Ordinances, Chapter 28, "Courts," amending Article III, "Miscellaneous Fees," amending Division 3, "Building Security Fund"; and by adding Division 4, "City Marshal" to create the Office of City Marshall, and take appropriate action.

BACKGROUND:
City Administration presented findings of the 2014 City Manager's 2014 Efficiency Study of the warrant officer position on March 17, 2015. The Study found that other area cities had great success in clearing outstanding warrants by the creation of a Marshal's Office to function within the Municipal Court.
DISCUSSION:
The Marshal's Office, will be responsible for the clearing of outstanding warrants, building security for municipal court proceedings, prisoner transfers and other Municipal Court processes. Currently the City of Farmers Branch has over 17,000 active warrants. The creation of this office will allow for a more aggressive approach to the clearing of outstanding warrants and reduce the need for the Police Department to serve court processes allowing them to focus on the primary function of public safety.
RECOMMENDFATION:
Recommended motion by City Administration to adopt Ordinance No. 3324 amending the Code of Ordinances, Chapter 28, "Courts," amending Article III, "Miscellaneous Fees," amending Division 3, "Building Security Fund"; and by adding Division 4, "City Marshal" to create the Office of City Marshall.
