Consider adopting Ordinance No. 3331 establishing term limits for board and commission members and take appropriate action.

BACKGROUND:
City Council provided direction to City Administration to prepare an ordinance establishing term limits for members of City boards and commissions. The City Council has indicated the term limits should be consistent with the term limits applicable to the City Council.
DISCUSSION:
The terms of office for Board and Commission members varies from 2 to 6 years. In order to provide the equivalent of the term limits applicable to the City Council for City board and commission members, the term of limits for board and commission members will vary slightly based on the term of office for the applicable board or commission. The term limit for board and commission members is essentially the greater of 2 terms of office, or 6 years, as listed below:
Boards/Commissions with 2 year terms - members limited to serving 3 full terms of office
Boards/Commissions with 3 year terms - members limited to serving 2 full terms of office
Boards/Commissions with 6 year terms - members limited to serving 2 full terms of office
The following items are also addressed in Ordinance No. 3331:
• A person is not eligible to serve again until a waiting period of at least one year has elapsed from the expiration of their most recent term of office
• A person ineligible (due to term limitation) to be reappointed to serve on a board or commission may be appointed to serve on a different board or commission without a waiting period
• Term limits will not apply to a person appointed to an alternate position on a board or commission
RECOMMENDATION:
Recommended motion by City Administration to approve Ordinance No. 3331 establishing term limits for Board and Commission members.
