Consider approving Resolution No. 2015-118 authorizing the City Manager to negotiate and execute an agreement with Community Waste Disposal for residential, city facility solid waste collection and recycling collection services; and take appropriate action.

BACKGROUND:
The term of the current solid waste and recycling collection contract with Waste Management of Texas, Inc. will end the last day of February 2016. The City Council has expressed a desire to offer curbside recycling services to the residents of Farmers Branch. On August 18, 2015, Request for Proposals (RFP) were released to four vendors. Three vendors responded with proposals to the RFP. City Administration conducted interviews and presented an overview of the proposals to City Council at the City Council Retreat on October 23, 2015.

This resolution authorizes the City Manager to negotiate and execute an agreement with Community Waste Disposal for once per week garbage collection and once per week recycling in roll out carts, dumpster service for City facilities, and solid waste services for individually owned condominium complexes. Brush and bulky services and City facility roll off service will be provided by City employees.

By contracting with Community Waste Disposal for these services, the City will offer an additional desired service, increase the number of service days, and potentially maintain the cost of service at or below current year budget estimates.

DISCUSSION:
City Administration recommends adopting Resolution No. 2015-118, authorizing the City Manager to negotiate and execute an agreement with Community Waste Disposal for residential and City facility solid waste collection and recycling collection services.
