BACKGROUND:
The City of Farmers Branch owns the Camelot Landfill located in the city of Lewisville, Texas. The site was permitted in 1979 and the City of Lewisville annexed Camelot Landfill and the surrounding property in 1987.

In March 2012, the City of Farmers Branch submitted an application to the Texas Commission on Environmental Quality to amend the municipal solid waste disposal permit for Camelot Landfill to increase the disposal capacity of the facility. In the 2015 Texas Legislative Session the Texas Legislature passed HB-281 prohibiting the Texas Commission on Environmental Quality (TCEQ) from approving the amendment application for Camelot Landfill without the approval of the City of Lewisville. As a result the City of Farmers Branch and the City of Lewisville developed an agreement of items to be resolved to obtain the approval of the City of Lewisville.

One the steps the City of Farmers Branch agreed to take was to submit a zoning application request to the City of Lewisville. In addition Farmers Branch agreed to dedicate right-of-way for the future Corporate Drive that will be constructed east-west along the future northern permit boundary of Camelot Landfill. Once constructed, Corporate Drive will separate land currently owned by Farmers Branch and used for landfill operations in to two separate tracts. The northern panhandle piece of land on which the current scalehouse is located will be unnecessary for landfill operations.
