BACKGROUND:
An engineering firm was hired to assess the condition of the City's athletic field light poles. The assessment was performed as the existing poles and related systems are in excess of 30 years old. The engineer was to complete the assessment and provide the City with a report advising of the structural condition of the poles and recommendations as necessary. No conditions representing immediate life-safety hazards were observed by the engineer. However, the engineer identified 21 of the 107 poles evaluated to have a service life of five years or less and the remaining poles to have a remaining service life 5 to 15 years.

Not only are the poles in excess of 30 years old but the fixtures and controls are as well. Technology has improved dramatically as has efficiency of lighting fixtures. The control systems are antiquated and parts are no longer available making service and up keep extremely difficult. As poles are replaced, replacement of fixtures, controls, and wiring is recommended as well.

DISCUSSION:
Based on the engineer's report, a multi-year plan has been put in place to fund the replacements. The total cost of replacement is approximately $3,300,000. Staff's recommendation is that the Non Bond Capital Improvement Program Budget include $225,000 a year until the replacement process is completed. This was first budgeted in the 2014/15 Mid-Year Budget and is in this current fiscal year's budget. Funds will accumulate and portions of the replacement project will be completed as funds are available.
