Consider adopting Ordinance No. 3426 amending Chapter 34, Article VIII for Swimming Pools; and take appropriate action.

BACKGROUND:
The City of Farmers Branch uses the International Swimming Pool and Spa Code to regulate the construction and maintenance of public and semi-public pools. (Ch. 34 Article VIII). As technology and regulations change, it is necessary to update the ordinance to ensure public health and safety.
DISCUSSION:
The City of Farmers Branch staff have proposed updates to the existing ordinance that comply the Texas Administrative Code, Chapter 265, and Subchapters (L) Standards for Public Pools and Spas, and (M) Interactive Water Features and Fountains. The updates require a plan review for new construction, remodeling, or renovation. Plans shall be submitted to and approved by the building official and the city sanitarian prior to construction.
The update to the Code also requires all swimming pool and spa pump rooms that are constructed for the purpose of housing swimming pool and/or spa operating equipment be included in an above ground structure.
Furthermore, modifications to the Code will include an update to the minimum disinfection concentration for both pools and spas.
RECOMMENDATION:
City Administration recommends to amend the existing ordinance.

1. I move to approve Ordinance No. 3426, as presented.
2. I move to approve Ordinance No. 3426, with modifications.
3. I move to table the issue for further study or take no action.
