Title

Receive a presentation by Eric Fritsch Ph.D., on a five-year strategic staffing plan for the Police Department.

Body

BACKGROUND:

Farmers Branch is currently experiencing significant development and anticipates continued infrastructure and population growth over the next five years. During budget workshops for the 2016-17 budget, City Council directed staff to engage a consultant to examine and benchmark police staffing levels. The police department contracted with the University of North Texas, Criminal Justice Department, to conduct a staffing study.  The purpose of the study is to determine if current staffing levels are appropriate and to determine future staffing needs in order to provide appropriate police services to the community.

Dr. Fritsch is a Professor and Chair of the Criminal Justice Department at the University of North Texas.  He and his research team have vast experience conducting staffing assessments for police agencies.  Over the past five years he and his team have conducted over 30 assessments across the United States, as well as internationally.  Dr. Fritsch developed a proprietary model for the allocation of police patrol personnel that is recognized to be one of the few allocation models in existence that has been stringently validated.
