Receive a presentation on the proposed On-Premise Alcohol Overlay Districts in Farmers Branch.

BACKGROUND:

 

In 2016, at the request of the City Council, staff and legal counsel provided background information and options for the City Council to consider in lessening the current regulations or regarding establishments that serve alcoholic beverages for on-site consumption. In particular, the City Council expressed interest in allowing “neighborhood pubs” within limited commercial areas of the city. Since that date, city staff has amended the Comprehensive Zoning Ordinance in regard to qualifying restaurants. The City now permits restaurants that meet a certain ratio of food to alcohol sales, to serve alcohol without requiring a Specific Use Permit, in most retail or commercial zoning districts. 

 

The next step in this process is the creation of two overlay districts to allow a higher percentage of alcohol sales, for establishments such as sports pubs or entertainment venues. Staff is recommending enacting overlay districts in which “pubs” may be located in two specific areas, without regard to food service. The two overlay areas shall be known as the “Boardwalk” and the “Station Area”. The goals for these overlay zones are to activate the locations as destinations for entertainment uses that become significant tax generators.
