Consider approving Resolution No. 2017-047 authorizing the City Manager to negotiate and enter into an agreement with L3 Mobile-Vision Inc. in an amount not to exceed $142,000 to purchase in-car video, audio equipment for 19 police vehicles, and associated back office equipment; and take appropriate action.

BACKGROUND:
The current in-car video/audio systems are L3 Mobile-Vision systems and were purchased in 2007. A system upgrade of in-car DVR's was completed in 2010. The rest of the systems, to include monitors, controls, cameras and wiring are part of the original 2007 purchase. In-car camera replacement is a line item in the 2016/17 budget and funds available through the photographic red light enforcement program will be utilized, upon approval, to fund this project.
DISCUSSION:
Realizing that there have been significant advances in camera technology and that our current systems are reaching end of useful life, staff invited vendors to present and explain the features and pricing of their systems. Four vendors participated in on-site demonstrations to include Coban, Taser Axon, WatchGuard and L3. Based on pricing, reliability and ease of use, it was determined that L3 Mobile-Vision is the best value and serves the needs of our department for capturing audio/video evidence and protecting our officers from unwarranted claims of misconduct. L3 Mobile-Visions Inc. pricing is provided under HGAC Contract EF04-17.
RECOMMENDATION:
City Administration recommends approving Resolution 2017-047 authorizing the City Manager to negotiate and enter into an agreement with L3 Mobile-Vision Inc., in an amount not to exceed $142,000, to purchase in-car video/audio systems, and associated back office equipment.
