BACKGROUND:
The 2016-2017 Capital Improvement Program, Non-bond Utility Fund budgeted $3.6 million in funding for rehabilitation of the Belt-Marsh pump station. The existing pump station and controls were constructed in 1986 and the electrical controls are difficult to service from an operational and a parts availability standpoint. This pump station supplies water to the East Service Area of Farmers Branch.

DISCUSSION:
On March 1, 2017, four (4) bids were received and opened for the Belt-Marsh Pump Station Improvements. All bids met specifications. The low bidder is Dake Construction with a bid in the amount of $2,681,676.50. Dake Construction has performed similar projects in the past and has provided adequate references. The contract time is 275 calendar days and will not begin until the delivery of the generator. The generator has a substantial lead time and is necessary to provide power for emergency use during the rehabilitation process.
These improvements will make the Belt-Marsh pump station more reliable and efficient in delivering water to the East Service Area of Farmers Branch.
This item is consistent with the City's Guiding Principles relative to providing functional, sustainable and well-maintained infrastructure, facilities and equipment.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2017-045 awarding the bid and authorizing a contract with Dake Construction for the Belt-Marsh Pump Station Improvements in the amount of $2,681,676.50.
