BACKGROUND:
City Council approved Resolution 2016-091 on October 3, 2016 authorizing the City Manager to execute a contract with ABM Janitorial Services - South Central, Inc. to provide custodial services for City Facilities with a November 1, 2016 effective date. Since November 1, 2016, ABM Janitorial Services - South Central, Inc. has inadequately executed the contact scope in providing custodial services for the health and safety of employees and the public, as well as compromising City facility security at several locations to include the Justice Center.
On January 2, 2017, staff began searching for a new company to provide custodial services for City Facilities with a strong emphasis on quality control and supervision at the best value to the City. Staff has thoroughly vetted GCA Cleaning Specialties, LP and checked several references, which included a local municipality and community college.
DISCUSSION:
The City of Farmers Branch requested a quotation from Buy Board. City Administration evaluated the quotations as to meeting specifications and desire to award the contract for custodial services to GCA Cleaning Specialties, LP.
RECOMMENDATION:
City Administration recommends awarding the custodial services contract to GCA Cleaning Specialties, LP through the Buy Board Cooperative.
