Conduct a public hearing and consider adopting Ordinance No. 3446 amending the Comprehensive Zoning Ordinance, Article 5, establishing the Alcoholic Beverage (On-Premise) Overlay Districts; and take appropriate action.

BACKGROUND:
In order to fully realize the potential of Farmers Branch as a destination location, City Council has asked staff to investigate expanding the Beer and Wine Sales Overlay District concept by proposing certain areas of Farmers Branch to be designated as overlay districts to allow on-premises alcohol consumption in upscale bars, brewpubs, wine tasting rooms, and entertainment venues. Ordinance No. 3446 establishes two such areas: the first tract is less than four acres located near City Hall off Valley View Lane and the second is a 19.5 acre tract south of LBJ Freeway, east of Luna Road. Within these specific areas, businesses that sell alcoholic beverages would not be restricted to the limitation of the 50/50 percentage of sales to which restaurants must comply.
RECOMMENDATION:
On May 8th 2017, the Planning and Zoning Commission voted unanimously to recommend approval of the Comprehensive Zoning Ordinance Amendment as described in Ordinance No. 3446.
