BACKGROUND:
Mayor Pro Tem Norwood will provide Mayor Phelps with a plaque and service pin recognizing 15 years of service as Mayor. Mayor Phelps has served on City Council for a total of 24 years, and is the longest serving Mayor in the history of Farmers Branch.
