Title
Consider approving Resolution No. 2017-079 authorizing the City Manager to execute an Interlocal Cooperative Buy Board agreement with Groves Electrical Service for the purchase and installation of two generators at the Aquatics Center; and take appropriate action.

Body
BACKGROUND:

Since the 2015 Aquatics Center opening, there have been issues with power outages for extended periods of time resulting in both the indoor and outdoor pool not being open, followed by a delay in opening after the power returned due to pool chemical imbalance. Further, power outage led to equipment damage as flooding occurred in the outdoor equipment area when sump pumps were not able to operate and remove water. To minimize the impact, staff researched and evaluated the installation of generators to power both the outdoor aquatics area and the indoor pool during outages. A plan was developed to have one generator for the outdoor aquatics area and on generator for the indoor pool facility.
DISCUSSION:

The City of Farmers Branch requested a quotation from the Buy Board Purchasing Cooperative. City Administration evaluated the quotation as to meeting specifications and desire to award the purchase and installation of two generators to Groves Electrical Service.
The funding for the generator project is coming from the remaining balance in the Aquatics Center capital improvement fund budget with a current balance of $214,612. The remaining funds of $14,862 will be used for construction of concrete pad and fencing/block walls for the generators.
RECOMMENDATION:

City Administration recommends approval of the purchase and installation of two generators at the Aquatics Center with Groves Electrical Service through the Buy Board Purchasing Cooperative.
