BACKGROUND:
The City's athletic field light poles are in excess of 30 years old. Following an engineer's 2014 assessment of the system, 21 of 107 poles were identified as having a service life of five years or less with the remainder having a service life of five to fifteen years. Based on this study a plan was put in place, beginning with the 14/15 mid-year budget, to allocate $225,000 per year in the Non Bond CIP for 15 years to achieve total replacement of poles, lights, wiring, and control systems. That plan was based on currently available and affordable technology, metal halide lights that are High Intensity Discharge (HID). HID was said to be readily available for installation for the foreseeable future. Light Emitting Diodes (LED), though more efficient, was also much more expensive and not typically used in municipal settings.

To date, the entire system at Cox Park has been replaced with HID.

In the last two years there have been many lighting technology changes. While the City has a 25 year maintenance agreement on Cox Park, HID lights will not be produced by this manufacturer beyond the next, approximately, three years. Technology has changed bringing the cost down on LED making it more affordable, though still more than HID.

DISCUSSION:
LED systems are much more energy efficient, using approximately 58% less electricity than existing HID. Replacing the system on Oran Good 4 with HID would cost $260,871 while replacing with LED will cost $285,591. Oran Good 4 with HID would cost approximately $2,670 to operate annually while LED would cost approximately $1,120 to operate annually.
