Consider adopting Ordinance No. 3479, amending Chapter 2, Article III of the Code of Ordinances amending Code of Ethics, clarifying the complaint process, and requiring sexual harassment training; and take appropriate action.

DISCUSSION:
The City Council reviewed the Ethics Ordinance at the November 28, 2017 City Council meeting, and advised City Administration to incorporate the handbook into the Ordinance.

The Proposed Ordinance No. 3479 was tabled from the December 12, 2017 City Council meeting to allow additional time to receive resident input to make sure that the harassment portion of the Ordinance is sufficient. Based on resident input, the proposed ordinance was modified to: 1) shorten and clarify the complaint review timelines, 2) provide for alternative complaint forms, 3) extend sexual harassment training requirement to boards, and 4) require the use of an outside legal counsel during the investigative stage of complaint review.

The proposed Ordinance No. 3479, amends the Code of Ordinance Chapter 2, Article III, Section 2-280 for additional standards of conduct to add subsection (f) incorporating the standards of conduct set forth in the City of Farmers Branch Ethics Handbook.

With Council approval, this action will formally provide that a violation of provisions of the handbook will now be considered a violation of the City's Ethics Ordinance. The handbook includes information and requirements related to general character, conflict of interest, legal compliance (including harassment and discrimination prohibitions), political activities, and the use of facilities, resources and expenses.
