Consider approving Resolution No. 2018-05 authorizing the City Manager to accept a grant through the rifle-resistant body armor grant program administered by the Office of the Governor's Criminal Justice Division; and take appropriate action.

BACKGROUND:
Resolution R2017-096 was sought in August of 2017 asking the city council to authorize the city manager to apply for and accept a grant through the rifle-resistant body armor grant program through the Office of the Governor's Criminal Justice Division. The resolution was required by the state as a prerequisite for applying for the grant. It went before the city council on 08-15-2017 and was approved. The grant was applied for and on 01-09-2018 the police department was notified of a granted award in the amount of $18,510.60.

The Office of the Governor's grant coordinator informed the police department that the awarded funds are on hold pending a new resolution. The funds will be released following the state receiving a resolution containing the following specific verbiage:

- "Designates (insert the title & name of authorized official) as an authorized official who is given the authority to apply for, accept, reject, alter, or terminate a grant"
- Assurance that "in the event of loss or misuse of grant funds, the governing body will return all funds to CJD"

DISCUSSION:
The new resolution will release the awarded funds and enable the police department to purchase additional rifle-resistant ballistic vests; allowing for the issuance of a rifle-resistant ballistic vest to each individual officer. This is an important time saving and safety distinction. All officers, whether on duty or not, will have a rifle-resistant ballistic vest readily available and be able to respond to any location, by any means of conveyance, with the utmost protection.
