Consider approving Resolution No. 2018-17 rejecting the bid from Five R Construction and awarding a bid and authorizing the City Manager to execute a contract with Jeske Construction Company for construction of the parking lot area adjacent to The Grove; and take appropriate action.

BACKGROUND:
The Grove, which is located at the southeast corner of Bill Moses Parkway and Denton Drive, is the home of the Farmers Market and other events. Parking spaces in this area are minimal and could be improved.

DISCUSSION:
Currently there are seven parallel parking spaces (6 regular spaces, plus 1 handicap) at The Grove. The Public Works Engineer designed a new plan, which creates twenty diagonal parking spaces (16 regular spaces and 4 handicap). Funds for this project are available in the Capital Improvement Program Non-Bond Fund.

The project was advertised as a base bid and one add-alternate. The bids were opened on February 20, 2018 with the lowest base bid received from Five R Construction at $51,977.50. Five R Construction did not provide adequate references for similar type projects. City Administration recommends rejecting the bid from Five R Construction and selecting the next low bid.

Jeske Construction Company submitted the second low base bid in the amount of $69,240. Jeske Construction Company has met all specifications and has experiences on similar type projects. Jeske has also completed similar projects for the City in the past. The contract time is thirty (30) calendar days.

Texas Local Government Code requires the low bidder be notified that the bid was rejected, and be provided an opportunity to appear at the City Council meeting and present reasons they should be awarded the contract as the lowest responsible bidder.
