Consider approving Resolution No. 2018-20 authorizing the City Manager to negotiate and execute a contract with Phoenix 1 Restoration & Construction for repairs to the Gilbert House in the amount of $239,980 and take appropriate action.

BACKGROUND:
The Gilbert House is the jewel of the Historical Park. The Gilbert House was constructed in 1856 and is on its original foundation. The Gilbert House is a unique structure and is listed as a Registered Texas Historic Landmark and on the National Register of Historic Places. The plaster on the interior walls has shown cracks for many years. Engineers and architects have been retained through the years to investigate but no concerns beyond "normal" settling had been identified.

In the recent past, staff noticed the fire place on the south wall appeared to be sinking and the roof in the same room began to separate. JQ Engineering, a firm with historical expertise, was retained and their findings are that the south end of the Gilbert House is settling and requires stabilization. JQ prepared plans and specifications to stabilize the Gilbert House with the addition of a concrete foundation beneath the Gilbert House. The Texas Historical Commission was consulted and they agree with the findings and with the recommended solution.

DISCUSSION:
With the help of Gallagher Construction Services packages were completed and proposals were sought relative to this project. Two proposals were received. Consultants and staff believe that Phoenix 1 Restoration & Construction's proposal of $239,980 is the lowest responsible proposal for this project. Phoenix 1 is a Farmers Branch company that specializes in work on historical structures and they have relevant experience. Funds for this project are available in the Hotel/Motel Fund.
