BACKGROUND:
One of the indicators of a healthy community - the kind of place that is likely to be loved and endured - is good evidence of creative expression. Creative expression is universally associated with art, which has many forms but is broadly defined as what is beautiful, appealing, or of more than ordinary significance. The City desires to provide cultural enrichment for citizens through a variety of diverse, locally appropriate, and aesthetically pleasing forms of art.

DISCUSSION:
The City Council has previously expressed a desire to receive feedback on a process that would enhance the community through a high-quality, accessible, public and cultural art program. In fact, the 2018 Strategic Plan includes the goal of installing public art through grants or City funds in key developments and improving City events through partnerships. At the February 20, 2018 City Council Study Session staff was directed to come back to Council with a resolution to form an ad hoc Public Arts and Culture Committee to review procedures for a public art and culture program and to make recommendations regarding the same to the City Council. The Committee would be effective in June as part of the committee appointment process and would terminate one year from its inception or at the conclusion of submitting their findings. Of course, Council has the option of extending their term or to forming a standing committee in its absence.

RECOMMENDATION:
Staff recommends establishing a Public Arts and Culture Ad Hoc Committee ("Committee") consisting of five (5) members appointed by the City Council for a term of one (1) year each, of which one committee member shall be a representative of the Brookhaven College School of Arts; one committee member shall be a representative of the Carrollton/Farmers Branch ISD Department of Fine A...
