Receive an update regarding the Planning and Zoning Commission quarterly update presentation to City Council on April 3, 2018.

BACKGROUND:
At the City Council study session meeting on April 3, 2018, Planning and Zoning Commission Chairman Jason O'Quinn presented the Commission's quarterly update presentation. Overall the presentation was well received by the City Council.

City Council concurred with the items presented as part of the Commission's 2018 work plan (see attachment). Of particular interest in which the Commission was seeking confirmation, the City Council reaffirmed their desire for the Commission to work on proposing code amendments related to quality standards for multi-family uses and allowing alternate types of durable exterior building materials (residential and commercial).

City Council also directed the Commission to:
* Continue to thoroughly evaluate zoning and development requests prior to Council's consideration of the requested items;
* Continue to evaluate if the proposed request is the best fit for the city long-term;
* Consider whether items regulated through the Specific Use Permit (SUP) process is the most appropriate regulatory process, and whether or not the Comprehensive Zoning Ordinance requirements should be amended related to those items regulated by SUP;
* Evaluate minimum landscaping requirements and consider whether the city should increase the minimum requirements (e.g. minimum percentage of landscape area, trees); and
* Consider the city's public notification requirements and whether the notification requirements should be further expanded.

Additionally, there was extensive discussion regarding long-range planning related to the IH-35E corridor, including:
* Whether it is premature to consider the longer term vision for the corridor;
* If the city does not have a long-range plan (vision) for the area, then it is difficult to deny zoning and development requests;
