BACKGROUND:
The City Hall Data Center houses the majority of the city's servers, network and telecommunications equipment. The environmental conditions in this data center are handled by two Liebert Precision Cooling Systems, which are designed specifically for the type of cooling a data center requires. The high sensitivity of electronic components in a data center means that temperature, humidity, air movement and air cleanliness must be kept consistent and within specific limits to prevent premature equipment failures and costly downtime.

DISCUSSION:
One of these Liebert cooling units is seventeen (17) years old and has reached its life expectancy. Over the past couple of years, this particular unit has experienced many mechanical problems and is prone to failure. Proper cooling is a critical component to a data center and should those systems breakdown for any length of time, we would have to shut down all systems in that data center until the repairs are complete or until we could install rental cooling units. This would significantly impact our ability to deliver technology services.

RECOMMENDATION:
Staff proposes to replace this aging cooling unit with a new Liebert Precision DS Cooling System to ensure our critical infrastructure housed in the City Hall Data Center does not experience an outage related to any environmental factors. This new air cooling unit would also be much more energy efficient, and since the amount of heat generating equipment in the room has decreased over time, we can downgrade to a 10-ton unit from the current 20-ton unit.
