Consider adopting Ordinance No. 3505, allowing the service of Alcohol by permit during City facility rentals; and take appropriate action.

BACKGROUND:
On March 6th, 2018, the staff brought forward a meeting space analysis that described the current situation and availability of rooms available for rent in Farmers Branch facilities. During the discussion, Council directed staff to move forward with adding additional rooms to the rental policy. Facilities that would be added to the rental policy include the Senior Center, Manske Library, City Hall, and Fire Administration. In addition, staff was directed to explore options for allowing alcohol to be served under certain conditions at City facilities.

The City Council was briefed on the progress that has been made with the development of a uniform, citywide rental policy on May 1, 2018 with an update during the Study Session. One of the key updates was that the City Attorney was close to completing an ordinance update to allow alcohol as part of the updated citywide rental policy. Ordinance No. 3505, which is the reason this item is on the agenda, closes the circle on allowing alcohol to be served in City facilities as part of the process to develop a uniform citywide rental policy.

DISCUSSION:
Ordinance No. 3505 implements several changes that not only allows alcohol to be served as part of the updated citywide rental policy, but it also improves the efficiency of the rental process. Major updates include:
* Allows for alcohol to be served through the issuance of a permit.
* Changing the City's point of contact for alcohol and city rentals to the City Manager or his/her designee. Previously, this responsibility was limited to the Director of Parks & Recreation.
* Grants the City Manager the ability to fine tune the fee/deposit structure and rental policy as needed.
* Establishes a fine not to exceed $2,000 for each violation of this ordinance.
