BACKGROUND:
Chapter 284 of the Local Government Code allows certain wireless network providers to install in the publics rights-of-way. Currently, the City has received a permit application for four sites to install KitstiKs in the City of Farmers Branch. As seen in the Smart City Project in The Grove, the KitstiK is designed to host small cell nodes. The City’s Design Manual prescribes two primary options for the color of the KitstiK: bronze or black. There is discretion in the color choice and it can be altered by the City Manager.
DISCUSSION:
Since this is the first application for small cell (network node) permit, staff is asking for direction from Council on the color(s) that we would like for the KitStiks.
In addition to the color of the KitStiks, this leads to the bigger issue of the City’s overall look and appearance with poles. In particular, the traffic lights that have been painted white can trace their roots back to 1989. As the City has grown, and several resolution modifications later, the lights remain predominately white. Staff would like direction whether or not to pursue a unifying policy for traffic lights that provides for both flexibility and uniformity.
