Consider adopting Ordinance No. 3521, amending the Code of Ordinances Chapter 62, Signs, Advertising, Merchandise and Display by amending section 22 to increase number of days a special occasion banner can be displayed and adding a grand opening banner; and take appropriate action.

BACKGROUND:
At the July 17th study session amendments were discussed regarding extending the duration for special occasion banners to allow more advertising during the calendar year. Staff presented a brief survey of surrounding cities and how banners were addressed in their respective communities.
DISCUSSION:
After discussion with council, the consensus was to increase the duration of special occasion banners displayed outside a building from 60 days to 75 days in a calendar year. Additionally, the addition a specific grand opening banner for a duration of 30 days to be displayed within 60 days of receiving a new Certificate of Occupancy was discussed. Ordinance 3521 was created to reflect those two changes.
RECOMMENDATION:
City Administration recommends adopting Ordinance 3521 as presented.
