BACKGROUND:
During the August 21st Study Session, City Council was briefed on the impending installation of small cell node poles in the City's rights-of-way and direction was given to utilize bronze as the color for the new small cell node poles. During this process, staff researched our streetscape standards and found that Resolution No. 89-011 and 2007-024 effectively guide the streetscape standards for the City. Further review of these standards led to to a larger discussion about traffic signal pole color (white), and direction was given to move away from this standard. In the process of implementing Council's direction, additional features of the streetscape standard were reviewed and the entire standard is being brought back to Council for further discussion.


DISCUSSION:
The current streetscape standards are based on Resolutions No. 89-011 and 2007-024, and they have a limited scope covering street name signs, benches, trash receptacles, streetlights, and traffic signal poles. Passed in 1989 and 2007, these resolutions do not cover many of the features that define our streetscape. Streetscape is defined as the visual elements of a street, including the road, adjoining buildings, sidewalks, street furniture, trees and open spaces, etc, that combine to form the street's character. Looking at the scope of our streetscape standard and the overall age of the standard, there is an opportunity for discussion and more comprehensive direction regarding streetscape standards. There are multiple options and four are easily defined: keep the current standards, remove the current standards, develop a new set of standards, or a combination of the options.

RECOMMENDATION:
City Administration recommends adopting Resolution No. 2018-85 repealing Resolution Nos. 89-011 and 2007-024.
