Consider approving Resolution No. 2018-093 awarding the bid for painting the elevated water storage tank located at 13333 Davis Lane north of Valley View Lane to J.R. Stelzer Company and take appropriate action.

BACKGROUND:

The City’s West Side 2 Million gallon elevated water storage tank located at 13333 Davis Lane was built in 2006.  Storage tanks generally need painting every fifteen years, however the exposure to the Texas sun has deteriorated the paint to the extent that it needs to be repainted.  The City executed a professional service agreement with Birkhoff, Hendricks and Carter, LLP to provide engineering services associated with testing of existing paint, evaluating structural repairs if needed, and prepare the plans and specifications for repainting the exterior tank.

 

DISCUSSION:

The 2018-2019 Capital Improvement Program Non-bond Utility Fund has available funds for painting the 2 Million gallon elevated water storage tank at 13333 Davis Lane.

On August 21, 2018, seven competitive bids for the tank painting were opened.  On September 13, 2018, City staff and Engineering Consultant assembled as a committee to evaluate the bidders on the following basis in order to reach the most qualified contractor for the project. The evaluation of the bidders was based on a point system with 60 points maximum for bid price and 40 points maximum for the following: completeness of package (5 pnts), years of experience (10 pnts), similar projects (5 pnts), executing the work write-up (10 pnts), superintend experience (5 pnts) and subcontractors used (5 pnts).  The committee eliminated five of the seven proposals due to bid amounts that were greater than the budget.  The third lowest bid was eliminated due to lengthy litigation they reported on projects.  The evaluation score was added to the bid price score to determine the best qualified contractor for this project. Through this process based on the scoring and the contract amount of $276,584.00, the committee has selected J.R. Stelzer Company. Included with the council packet is the memorandum from the consulting engineer showing the breakdown of the scores of the two lowest bidders.

 

FISCAL IMPACT:

1. Budgeted Financial Impact (Non Bond - Utility Fund, Project No. 279901, 327-0000-700-52-10, $450,000.00 available)

 

RECOMMENDATION:

City Administration recommends approving Resolution No. 2018-093 awarding the bid for the painting of the elevated water storage tank located at 13333 Davis Lane to J.R. Stelzer Company in the amount of $276,584.00.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2018-093 awarding a bid for painting the elevated water storage tank located at 13333 Davis Lane north of Valley View Lane to J.R. Stelzer Company.

2. I move to approve Resolution No. 2018-093 awarding a bid for painting the elevated water storage tank located at 13333 Davis Lane north of Valley View Lane to J.R. Stelzer Company, with modifications.

3. I move to table the issue for further study or take no action.
