Consider approving Resolution No. 2018-91 authorizing the purchase of a Frazer Type I 14’ Generator Powered Module mounted on a 2018/2019 RAM 4500 Diesel Cab Ambulance for the Fire Department through the Houston-Galveston Area Council Cooperative Purchasing Program;  and take appropriate action.

BACKGROUND:

Included in the FY 2018-19 fixed asset account is a $230,000 budget to purchase an ambulance.

 

As part of our fleet maintenance schedule, the fire department is due to replace the 2011 Dodge Frazer ambulance in FY 2018-19.  This will allow the fire department to maintain the needed vehicles to support our current EMS service level.

 

The Houston-Galveston Area Council (H-GAC) Cooperative Purchasing Program will be used to purchase an ambulance manufactured by Frazer, Ltd. that satisfies the Farmers Branch Fire Department specifications. The Houston-Galveston Area Council purchasing program complies with State purchasing laws (Texas Local Government Code, Title 7, Chapter 791 and 252) and the City has the required Interlocal Contract to purchase the ambulance through H-GAC. Since 1992, the Fire Department has satisfactorily purchased eight fire engines and four ambulances utilizing the Houston-Galveston Area Council contracts.

 

The total purchase to be paid to Frazer, Ltd. is $220,198. This amount includes:

 

                     $170,900 for Type I 14’

                     $53,000 for 2018/2019 RAM 4500 Diesel

                     $0 for delivery

                     $1,000 HGAC Fee for a New Unit

                     $1,448 for a Plate-Floor

                     $5,000 for Contingency / Price Increase

                     -$11,150 for Order Discount (4.8196%)

No new staffing is required with this purchase. The new ambulance will replace ambulance 42009, which will be placed in our City auction.

 

DISCUSSION:

The Houston-Galveston Area Council of Governments Purchasing Cooperative received bids for an ambulance manufactured by Frazer, Ltd. that satisfies the specifications of the Farmers Branch Fire Department. The Houston-Galveston Area Council of Governments purchasing program complies with State purchasing laws and the City has an interlocal purchasing agreement with HGAC. Since 1992, the Fire Department has satisfactorily purchased eight fire engines and four ambulances utilizing HGAC contracts.

 

According to H-GAC purchasing guidelines, the purchase will be made through Mac Haik Dodge at 11000 I-45 North Freeway, Houston, Texas, 77037 in the amount of $220,198. This price includes the H-GAC administrative fee of $1000.00.

 

The ambulance will be a Type I style, which allows maximum access to the patient and provides the preferred storage for advanced life support equipment.

 

FINANCIAL IMPACT:

The new ambulance cost will be $220,198, which is budgeted through the FY 18-19 General Fund, as part of the fleet replacement schedule.

 

RECOMMENDATION:

City Administration recommends adopting Resolution No. 2018-91 authorizing the purchase of a Type I 14’ Generated Powered Module mounted on a 2018/19 RAM 4500 Diesel Cab Ambulance through the Houston-Galveston Area Council of Government Cooperative Purchasing Agreement in the amount of $220,198.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2018-91 authorizing the purchase of a Type I 14’ Generated Powered Module mounted on a 2018/19 RAM 4500 Diesel Cab Ambulance through the Houston-Galveston Area Council Cooperative Purchasing Program in the amount of $220,198.

2. I move to deny Resolution No. 2018-91 authorizing the purchase of a Type I 14’ Generated Powered Module mounted on a 2018/19 RAM 4500 Diesel Cab Ambulance through the Houston-Galveston Area Council Cooperative Purchasing Program in the amount of $220,198.

3. I move to table the issue for further study or take no action.
