BACKGROUND:
The City's athletic field light poles are in excess of 30 years old. Following an engineer's 2014 assessment of the system, 21 of 107 poles were identified as having a service life of five years or less with the remainder having a service life of five to fifteen years.

Based on this study, a 15-year plan was put in place beginning with the 2014/15 mid-year budget that would allocate $225,000 per year in the Non Bond CIP to achieve total replacement of poles, lighting, wiring, and control systems. That plan was based on the installation of High Intensity Discharge (HID) fixtures rather than Light Emitting Diodes (LED) due the significant cost differential. The lights at the Cox soccer fields were replaced with HID in the first two years of this program.

Based on advances in technology, which reduced the cost, the decision was made to switch to LED technology beginning in 2017/18 with replacement of lights on Oran Good softball field number 4. Changing to LED requires the annual allocation to increase from $225,000 to $300,000. Estimated project completion is in 2030.

DISCUSSION:
The current year's phase of the project includes replacing the poles and fixtures at Oran Good softball field number 5, the Oran Good roller hockey rink, tennis courts at Temple Trails and Kerr Parks. Additionally, this project includes two poles at Oran Good Park and one pole at Farmers Branch Park that must be replaced within the five year period. With this, all poles that were identified as having a five year service life will have been replaced per the Engineer's recommendation.
