BACKGROUND:
The City's West Side 2 Million gallon elevated water storage tank located at 13333 Davis Lane, north of Valley View Lane, was built in 2006. The exposure to the Texas sun has deteriorated the paint to the extent that it needs to be repainted. Tanks in this area generally need painting every fifteen years. The City executed a professional service agreement with Birkhoff, Hendricks and Carter, LLP to provide engineering services associated with testing of existing paint, evaluating structural repairs if needed, and prepare the plans and specifications for repainting the exterior if the tank.

DISCUSSION:
The 2018-2019 Capital Improvement Program Non-bond Utility Fund has available funds for painting the 2 Million gallon elevated water storage tank at 13333 Davis Lane.

On August 21, 2018, seven bids for the tank painting were opened. On September 13, 2018, the City and Consultant assembled a committee to review the sealed competitive proposals submitted. The committee eliminated five of the seven proposals due to bid amounts that were greater than the budget. The third lower proposal was eliminated due to lengthy litigation they reported on projects. The committee determined to base the evaluation of the proposers on five topics which included Completeness of the submittal; Years of Experience: Experience on similar projects; Write up of execution of the proposed work; and Background of Superintendent and understanding of Subcontractor scope of work. The evaluation score was added to the bid price score to determine the best qualified contractor for this project.
