Title

Presentation on the future of the Manske Library

Body

BACKGROUND:

At the November 6th City Council Study Session, City Council directed staff and the Library Board to determine the feasibility of having a May bond election for a new Library adjacent to Fire Station No. 2, across the street from the current Library’s location. Staff will present a comprehensive plan that charts a strategic pathway forward for a May bond initiative supported by a comprehensive education and communication plan.

The Library Board will follow staff and discuss their plan to advocate for a Library bond and the outcomes of the Library visioning meeting.

DISCUSSION:

Council will review the plans from staff to educate and communicate for a Library bond election, and the Library Board on how they plan to advocate. Final direction will be asked for regarding a May or November ballot.

Additional direction will be asked for in relation to setting a maximum bond dollar amount. The amount is critical in allowing staff and the Library Board to move forward with conceptual drawings and start the architect selection process to support bond education efforts.

FISCAL IMPACT EXAMPLES:

$20 million - 2.4 cent increase $42.48 annual increase

$30 million - 3.6 cent increase $63.88 annual increase

$40 million - 4.8 cent increase $85.17 annual increase
