BACKGROUND:
The Texas Department of State Health Services periodically amends the Texas Food Establishment Rules. The intent of the rules are to reduce the potential of food borne illness in Texas at retail food establishments. By adopting the updated rules, Farmers Branch will stay current with food service trends and continue to provide restaurants with clear guidance and a regulatory framework that is consistent with other municipalities across the state.
DISCUSSION:
This amendment adds or updates several definitions such as, but not limited to, catering operations, commissary, concession stand, continental breakfast, food cottage production operation, farmers market, gourmet mobile food truck, and temporary food establishment. Additionally it increases the requirements pertaining to the certified food protection manager. It also updates or establishes many regulations pertaining to food establishment operations such as safe handling procedures for food, cleanability of various surfaces, handwashing sinks, mobile food units and permitting requirements.

RECOMMENDATION:
City Administration recommends adopting Ordinance No. 3549 amending section of the Food Code to minimize the potential of food borne illness at retail food establishments.

2. I move to adopt Ordinance No. 3549 amending sections of the Food Code, with modifications.
