Consider adopting Ordinance 3550 amending the heating provisions and adding air conditioning provisions requirements to Multi-family inspection program; and take appropriate action

BACKGROUND:

On October 1st  and October 16th, a Study Session presentation on the proposed changes to the multi-family inspection program was presented to Council.  At the October 16th Council meeting, Ordinance No. 3537 was approved to amend the Code of Ordinances Chapter 26. The proposed Ordinance No. 3550 continues with modifications to the multi-family inspection program heating provisions by modifying the minimum heat temperature standards and addition of new minimum air-conditioning temperature standards. Ordinance No. 3550 amends Chapter 22 of the Code of Ordinances to reflect these new standards.

 

DISCUSSION:

For reference, the minimum heat is changing from 70 degrees to 68 degrees to be consistent with what is already in the City’s construction codes and the air conditioning minimum is 85 degrees. Both provisions also have a 15 degree temperature differential over or under the outside temperature.

Staff recommends approval of Ordinance No. 3550 as presented.
