Consider approving Resolution No. 2019-08 authorizing the City Manager to purchase six (6) fixed license plate readers (LPR’s), software, and accessories from Vigilant Solutions for use by the police department; and take appropriate action

BACKGROUND:
The proposed purchase, in an amount not to exceed $95,000, is for the installation of six (6) fixed LPR’s for use by the police department. This purchase was included as a line item in the approved 2018-2019 budget. Pricing is based upon Vigilant Solutions Purchasing Schedule-HGAC Contract #EF04-17 which is an approved cooperative purchasing agreement.
DISCUSSION:
The fixed LPR’s are to be installed at Marsh Lane and Ridge Oak Way. They will scan the license plates of vehicles traveling both north and southbound on Marsh Lane at Ridge Oak Way. The information obtained, such as stolen vehicle and wanted persons data will be relayed to police officers in near real time. The platform is scalable if the city chooses to add additional intersections in the future.
RECOMMENDATION:
City Administration recommends the purchase of six (6) fixed LPR’s from Vigilant Solutions for installation at Marsh Lane and Ridge Oak Way.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2019-08 authorizing the City Manager to purchase six (6) fixed LPR’s from Vigilant Solutions for installation at Marsh Lane and Ridge Oak Way.
2. I move to approve Resolution No. 2019-08 with modifications.
3. I move to table the issue for further study or take no action.
