Consider approving Resolution No. 2019-06 approving a Professional Services Agreement with Kimley-Horn and Associates, Inc. relating to the design of the pedestrian crossings and Midway Road feasibility study; and take appropriate action

BACKGROUND:

In 2017, residents approved bonds in the amount of $7 million dollars for sidewalks, trails and improvements to the John Burke Nature Preserve.  Professional engineers are used to design street crossing to ensure pedestrian and vehicular safety factors are considered.  The City sent out Request for Qualifications in October 2018 to several firms with professional engineers on staff for pedestrian crossings and treatments.  On November 13, 2018 Staff received six responses, of which three were interviewed.

 

The scope of work listed in the RFQ is in two parts.  One is to conduct a feasibility study for a pedestrian crossing at Midway Road.  The feasibility study will determine the safest alternative for pedestrian crossing at Midway Road between Spring Valley and McEwen Road.  The consultant will assess the traffic flows and current pedestrian demand within the specified area.  In addition, the consultant will assess current and future development along Midway Road and the east side of Farmers Branch to assess the potential future demand for a pedestrian crossing.  Finally, the consultant will develop a conceptual design for staff consideration along with recommendations to increase the ease of crossing Midway Road and pedestrian safety.  If approved, the consultant will fully design the crossing for construction.  The consultant is also tasked to evaluate options and recommend the best treatment for multiple crossings identified in the scope of work.  The second part of the scope of work is to design pedestrian crossings at various intersections in the central area of Farmers Branch where no crossings currently exist or where the pedestrian crossings should be improved to increase safety and promote usage within neighborhoods.  

 

 

DISCUSSION:

A Professional Services Agreement in an amount not to exceed $418,700 has been negotiated with Kimley-Horn and Associates, Inc.  The 2018-2019 Capital Improvement Program Bond fund has available funds for the project.

 

Based on the selection process and the contract amount $418,700, staff recommends Kimley-Horn and Associates, Inc. relating to the design of the pedestrian crossings and Midway Road feasibility study.

 

 

FISCAL IMPACT:

This project is part of the recently approved Quality of Life bond for trails and sidewalks.

 

 

RECOMMENDATION:

City Administration recommends Resolution No. 2019-06 approving a Professional Services Agreement with Kimley-Horn and Associates, Inc. relating to the design of the pedestrian crossings and Midway Road feasibility study in an amount not to exceed $418,700.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2019-06 approving a Professional Services Agreement with Kimley-Horn and Associates, Inc relating to the design of the pedestrian crossings and Midway Road feasibility study.

2. I move to approve Resolution No. 2019-06 approving a Professional Services Agreement with Kimley-Horn and Associates, Inc relating to the design of the pedestrian crossings and Midway Road feasibility study, with modifications.
