BACKGROUND:
The City and Dallas County entered into a Master Agreement Governing Transportation Major Capital Improvement Projects on August 2, 2011. The Master Agreement provides the approval and framework for the governmental entities to jointly coordinate, facilitate, or fund improvements or maintenance activities located in Farmers Branch. Each construction or maintenance project undertaken pursuant to the Master Agreement are detailed in separate Project Specific Agreements, which require the approval of both parties.

On July 2018 the City Council approved Resolution No. 2018-062 approving a Project Specific Agreement ("Project") with Dallas County for the Brookhaven Trail Project. The Project involves (1) widening the northbound Marsh Lane Bridge sidewalk located between Brookhaven Club Drive and Valley View Lane and (2) multi-use trail pavement located along the east side of Brookhaven College Campus. Also included in the Marsh Lane Bridge Sidewalk component is the installation of flashing beacons for pedestrian crossings at the intersection of Valley View Lane and Rosser Road.

The Project provides partial funding for the Marsh Lane Bridge Sidewalk installation and full funding for the Brookhaven East Trail. In 2018 The Project cost estimate total for both components was $684,000. Recently, the City received bids for the Marsh Lane Bridge Sidewalk portion of the Project. The lowest qualified bid was $613,333. This was a significant increase from the bid estimate. Staff expects the bids for the Brookhaven Trail East to also exceed the original cost estimate. Therefore, City staff contacted Dallas County staff to inquire about the possibility of increasing the funding amount. The new Project cost is $969,864.00.
