BACKGROUND:

During the February 20th City Council Strategic Planning Retreat, a multi-year plan was reviewed to address important erosion and flood control projects identified in the July 2018 Freese and Nichols Farmers Branch Creek Watershed Study as well as projects along Cooks Creek. Pay-as-you-go funding from the Stormwater Utility and Non-Bond CIP funds (possibly supplemented with grant funding) was identified as a way to address these projects. Temporary use of General Fund reserve balances was also identified should project acceleration be determined as advantageous. This multi-year plan will be incorporated as part of the fiscal 2019-20 budget proposal.

 

Also during the February 20th retreat, Council directed staff to develop a partnership program with residents owning property along creeks to help residents combat the effects of erosion on their property. Staff is recommending that the existing Neighborhood Partnership Program (attached) be amended to include this type of partnership with the following provisions:

 

                     Project must be approved by the Director of Public Works as an effective and reasonable erosion control solution.

                     City will participate as a 50-50 cost split up to $10,000 on individual projects up to $200,000 annually on cumulative projects.

                     City will reimburse its portion to the resident upon successful installation and City inspection of the project.
