BACKGROUND:
In 2018 City Council awarded a design build contract to Weaver Consultants Group, LLC and Anchor Construction, LLC to permit, design, and construct a scale house and maintenance facility at Camelot Landfill.

Since the approval, the City and Weaver Consultants Group and Anchor Construction have gone through the zoning amendment process for the construction project. During the process, the City of Lewisville staff requested some significant changes to site development plan that resulted in significant increase in cost to construct the facilities. These changes increased the amount of concrete for the project as well as required the design and installation of wheel wash stations to minimize the potential of mud being tracked onto City of Lewisville roadways. In addition, a major change in the local municipal solid waste market was announced, which resulted some changes to the facilities to prepare for the pending increase in volume to Camelot Landfill. Recently Waste Management decided not to pursue an expansion of the DFW Landfill, located immediately south of Camelot Landfill. They also have announced publicly that they have about 2 years of airspace left. Prior to this announcement, Waste Management was stating about 8 years of disposal capacity was available. This major change cause City staff and Camelot Landfill TX, LP staff to assess the operational needs of the facility in two years when DFW Landfill closes. None of these changes were known at the time Weaver Consultants Group and Anchor Construction signed the contract.
