Consider approving Resolution No. 2019-39 awarding bids and authorizing contract relating to the construction of Fire Station No. 2; and take appropriate action

BACKGROUND:
The FY 2019-20 budget includes $5.6 million for the construction of the new Fire Station No. 2.
With assistance of Gallagher Construction Services (Gallagher), on February 28, 2019 the City received competitive sealed bids on the above referenced project. The result of the bid process was that the project price came in above the construction budget estimate. Over the following weeks, and in partnership with the Fire Department and PGAL Architects, Gallagher created a list of Value Engineering options that would allow the project to come to budget. As a result of the Fire Department accepting the Value Engineering recommendations, Gallagher has worked with the project's recommended bidders in amending their bids to reflect the Value Engineering changes.
At the March 19, 2019 City Council Study Session Fire Chief Parker briefed the City Council on the projects status, budget, Value Engineering recommendations, and the schedule for completion of the project.
Gallagher Construction Management has provided the City a Construction Management Recommendation to Award Letter that details the selection process for the recommended contractors along with a City of Farmers Branch Fire Station #2 Total Sheet that identifies the recommended contractors per bid package and along with their bid cost.
