BACKGROUND:
Community Waste Disposal (CWD) has provided residential solid waste and recycling collection services for the City of Farmers Branch since April 1, 2016 pursuant to that certain Residential and Municipal Operation Solid Waste Collection Contract effective April 1, 2016. As demonstrated in their annual presentation to City Council, CWD continues to provide excellent service and is a strong supporter of our community events.

Extending the contract with CWD has been discussed at several City Council meetings since the City Council retreat in August 2018. Given the changes in the solid waste market and increasing costs due to various economic factors, the long-term outlook/cost for solid waste and recycling is challenging to forecast. By continuing the service agreement for solid waste and recycling collection with CWD, the City will stabilize costs with a vendor that meets and exceeds City service standards. Consistent with the prior contract, this contract extension provides for a 2% increase per year on a per resident basis.

DISCUSSION:
City staff has negotiated a new agreement with CWD amending the provisions of the solid waste and recycling collection contract relating to solid waste collection and recycling collection services in Mercer Crossing as well as long-term pricing. The contract has a 5 year term and costs are allocated in the General Fund under the Sustainability and Public Health budget. The effective date of the new contract term will be June 1, 2019. This agreement does not change existing service levels.
