BACKGROUND:
The City of Farmers Branch and the Town of Addison reached a settlement agreement regarding a dispute over the Town's Water Rights Permit. In accordance with the agreement, the City agreed to install, operate, and maintain a water well founded in the Trinity Aquifer to provide make up water for evaporative losses attributed to the alteration of the channel of Farmers Branch Creek through the Vitruvian development in the Town of Addison. The Trinity Aquifer is approximately 1,500 to 2,000 feet below ground surface elevation. The City will pay for the well construction, piping, and other well accessories. The Town of Addison will pay for the well pad design and construction.

During settlement negotiations, the City contracted with Weegar-Eide & Associates, LLC to develop a preliminary cost to construct well pad, the well, as associated well accessories necessary to discharge the water into Farmers Branch Creek at a mutually agreeable location. Weegar-Eide performed the service to the satisfaction of both Farmers Branch and the Town of Addison.

DISCUSSION:
Based on prior performance, the City desires to continue working with Weegar-Eide & Associates, LLC. City staff has discussed and negotiated a contract with Weegar-Eide for (1) well pad and infrastructure design and bid document preparation, (2) bid review, (3) preconstruction project coordination, (4) field inspection of site work and data collection, and (5) analyze the field data and prepare project report. The contract also has a contingency line item due to unknown regulatory issues and potential weather delays due to construction and drilling occurring in the winter and spring months.
