BACKGROUND:
Freese and Nichols has been retained to produce a City standard drainage criteria manual to assist with the City's procedure relative to storm water on new development, redevelopment, and creek improvements.

DISCUSSION:
This ordinance is step one in a two-step process. In accordance with HB 3167, we must have all development procedures and regulations in ordinance form in order to enforce those regulations. Therefore, we are proposing the Storm Drainage Design Manual that we currently use for all projects, to be adopted by ordinance. This manual sets the design criteria such as runoff coefficients and rainfall intensities required for design of drainage facilities. These criteria are the same design criteria we have been using for the past five years except that the rainfall intensity curve will be changed to the new Corp of Engineers Atlas 14 rainfall data. This manual will set the drainage design standard for the City.

The second step in this process will be to modify the manual in order to reduce the rate of runoff from project sites and slowing the flow in the creeks. We expect to have this revision completed by the end of 2019.

RECOMMENDATION:
City Administration recommends adopting Ordinance No. 3595 amending the City's Code of Ordinances, Chapter 86, Utilities, Article VII, Municipal Drainage Utility System, by adding Division 3, Stormwater Drainage Requirements adopting a storm drainage design manual and related regulations.
