Discuss and consider cigar bar/lounges and potential amendments to the Smoking Ordinance and Comprehensive Zoning Ordinance

BACKGROUND:
City Council and staff has received recent inquiries related to allowing cigar bars/lounges within the city. This type of business establishment is currently prohibited from opening as a result of the recently adopted city-wide smoking ordinance effective October 1, 2019. Additionally, the Comprehensive Zoning Ordinance does not address this land use.
DISCUSSION:
Staff seeks direction from Council to determine if there is interest in amending the smoking ordinance to allow cigar bars/lounges. If there is no interest to amend this ordinance, then no further action is needed. However, if there is interest amongst Council to amend the smoking ordinance, then staff will move forward with the appropriate ordinance amendment, but also seeks initial direction related to how to allow for the use from a zoning perspective.

RECOMMENDATION:
Staff recommends the City Council provide direction related to whether to amend the city’s smoking ordinance, and potential future zoning amendments related to cigar bars/lounges.
