Discuss and consider cigar bar/lounges and potential amendments to the Comprehensive Zoning Ordinance and Smoking Ordinance.

BACKGROUND:
City Council and staff has received recent inquiries related to allowing cigar bars/lounges within the city. This type of business establishment is currently prohibited from opening as a result of the recently adopted city-wide smoking ban ordinance effective October 1, 2019. Additionally, the Comprehensive Zoning Ordinance does not address this land use.
Staff presented this land use inquiry and sought direction from City Council on September 17, 2019. Based on the initial direction received, staff has begun research and internal discussion regarding how to provide for this land use. At the Planning and Zoning Commission meeting on October 28, 2019 staff will provide an update to the Commission on the background and potential issues involving this land use consideration.
Staff will make a presentation (attached) and be available for questions.
