BACKGROUND:
The Historical Preservation and Restoration Board appears before City Council on a bi-annual basis to deliver a report on recent accomplishments, current projects in the works, and future plans taking place at the Farmers Branch Historical Park. Mayor Robert Dye and Director of Parks and Recreation, Mike Mashburn will follow the Board's presentation with an update on the proposed Barn Project.

Several discussions and site visits have been held over the past 16 months to determine the feasibility of building a "barn style" event center at the Historical Park. This structure would be used to enhance programming efforts at the park and will assist in furthering the success of Farmers Branch businesses through partnerships and hotel room night generation.

The first step in beginning this construction project is to hire an architect to create construction plans. At the Budget Retreat on August 14, 2019, Mike Mashburn presented the recommendation from the Historical Preservation and Restoration Board for architectural services provided by Corgan. The total fee for all services was $361,250. City Council rejected that bid and gave direction to find a more cost-effective solution.

Since the meeting in August, Mayor Dye has worked with O'Brien Architects on a preliminary design that has since been used to obtain two construction estimates. These design images and estimates will be presented to City Council. The Historical Preservation and Restoration Board has unanimously approved these new designs and recommends moving forward with O'Brien Architects as the architect for this project in an amount not to exceed $125,000.

DISCUSSION:
