Consider approving Resolution No. 2019-131 authorizing the purchase of a 2020 Pierce custom Dash CF Aerial (75') Fire Truck for the Fire Department through the Houston-Galveston Area Council Cooperative Purchasing Program in the amount of $1,109,844 and take appropriate action.

BACKGROUND:
Included in the FY 2019-20 fixed asset account is a $1,180,000 budget to purchase a replacement fire apparatus Quint.
As part of the fleet maintenance schedule, the Fire Department is due to replace a fire apparatus Quint in FY 2019-2020. This purchase will allow the Fire Department to maintain the needed amount of modern vehicles to support our fire & rescue services delivery needs. Once the new apparatus goes into service in late 2020, the unit being replaced will be placed in the City auction and sold.
The Houston-Galveston Area Council (H-GAC) Cooperative Purchasing Program will be used to purchase a fire apparatus manufactured by Pierce Manufacturing that satisfies the Farmers Branch Fire Department performance specifications. The Houston-Galveston Area Council purchasing program complies with State purchasing laws (Texas Local Government Code, Title 7, Chapter 791 and 252) and the City has the required Interlocal Contract to purchase the fire apparatus quint through H-GAC. Since 1992, the Fire Department has satisfactorily purchased eight (8) fire engines and five (5) ambulances utilizing the Houston-Galveston Area Council contract.
The total purchase to be paid is $1,109,844.10. This amount includes:
* Vehicle price: $1,138,412.10
* Chassis Prepay Discount: ($11,659.00)
* Aerial Prepay Discount ($4,221.00)
* Full Prepay Discount ($14,688.00)
* HGAC contract fee $2,000.00
The Fire Department has purchased multiple fire apparatus using the pre-pay credits. The latest being a 2018 Pierce 105' ladder truck. The city's cash pre-pay investment is protected by a performance bond that is required and provided by the manufacturer.
