Consider approving Resolution No. 2019-166 authorizing the City Manager to execute an interlocal agreement with Dallas County for coordinated health services for fiscal year 2019-2020, and take appropriate action

BACKGROUND:

The City of Farmers Branch has perennially provided public health services to its residents through an interlocal agreement with Dallas County. The Dallas County Health and Human Services Department provides limited low cost public health services for the following:

                     Tuberculosis Control

                     Sexually Transmitted Disease Control

                     Communicable Disease Control

                     Laboratory Services

                     Immunizations

                     Child Health Care

                     High Risk Infant Case Management

                     Home Visits

 

The County charges sliding-scale fees, which are based on ability to pay. A fee schedule is provided in Exhibit A of the contract. The clinics are open to all residents. The City pays the County on a monthly basis for these services. In 2018, Farmers Branch residents made 811 visits to Dallas County clinics for an average 67 visits per month.

 

DISCUSSION:

The City of Farmers Branch has provided public health services to its residents for several years through an interlocal agreement with Dallas County through the Dallas County Health and Human Services Department. The interlocal agreements are one year contracts that expire at the end of September every year. This interlocal agreement will provide mechanism through which Dallas County can provide these health services for the entirety of fiscal year 2019-2020. The cost for the program for fiscal year 2019-2020 is $6,856.

 

FISCAL IMPACT:

1. Budgeted Financial Impact ($6,856 in Environmental Health Special Services Account)

 

RECOMMENDATION:

City Administration recommends adopting Resolution No. 2019-166 authorizing the City Manager to execute and interlocal agreement with Dallas County for health services.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2019-166 authorizing the City Manager to execute and interlocal agreement with Dallas County for health services.

2. I move to approve Resolution No. 2019-166 authorizing the City Manager to execute and interlocal agreement with Dallas County for health services, with modifications.
